Where to find Placidusax, Lord Draconic
You can find Placidusax in Faram Azula, in a fairly hidden place on the map. To find it, start at the Great Bridge Place of Grace and go back to take the elevator you came from earlier.
After exiting the elevator, also exit the building avoiding the enemies and you will see an area with trees. Stand near the edge and you will see some ruins: the spot you are looking for is here.

Strategy
Placidusax is a very tough boss with a large number of HP and fearsome attacks. The two phases of him are diametrically opposed in complexity with a first part of the fight very easy and a second very difficult.
During the first part of the fight, approach Placidusax paying attention to what will be one of his most dangerous recurring attacks during the fight: the electric claw. This move really hurts and could even hurt you if taken in conjunction with subsequent lightning bursts.
The best way to avoid them is of course stay behind of Placidusax and hit him safely, a rule that applies to all dragons in the game. In your favor you will have the great static of the enemy who will move away from you in a very clumsy way only after having suffered many hits.
